Of course, the Royal Navy had already surveyed all of the main ports and waterways, that is why so many of the small Islands, ports and waterways have English names on their headlands and "roads" , the Royal Navy made charts and named them.

Don’t forget they although they are no longer around during WWII we had the Amphibious Marines (anyone who was one had their choice during a time of leave could wear a Marine or Navy uniform) and during Vietnam we had the Green Berets

To be fair most people have no idea how many vital military functions are performed by civilian agencies.
The biggest grift in US government. There is not a single job that cannot be done by a civilian or a contractor. I worked for them for 30+ years and the abuse of the federal system is nauseating. Their time has expired and the NOAA Corps should be abolished.
