    Not in Alaska. Non residents have 100% chance of getting a Brown Bear tag on Kodiak. I, as a resident have a 1 to 3% chance. This is contrary to our Constitution of Alaska. It is in court. Alaskan residents are fighting this injustice. I may never get a tag for Kodiak under the lottery. Much corruption.

    What is the cost for a nonresident upland bird hunter? Also is there a senior license rate?
